We think the tower shown in the card is the Wako tower and that is relates to the Tsunami and Earthquake this year, earlier in March.

I believe that the people in the coloured shirts are irrelevant and the true key to the card is the time on the clock. The hands are pointing at 11 and 3.
The date of the tsunami and earthquake was 11/3/11. This shows that the earthquake was not natural but man-made as how would Steve Jackson this back in 1995?
We believe an explosion, was used to trigger the earthquake and cripple Japan. A news report shows a mysterious light near Tokyo during an aftershock (http://www.youtube.com/watch?v=oRBB5RExhDI). We believe that main quake was triggered the same way, and you wouldnt see the light as the earthquake hit at 2:46pm local time.
